In code generator debugging mode, we should transform the program so that this
error cannot occur.  This amounts to implementing a new feature in bugpoint, so
it's only an enhancement request, but it would make it actually useful on
programs like SPEC.

Changing all of these bugs who do not have people looking at them to be assigned
to "unassignedbugs", indicating that if someone is feeling ambitious, they can
take ownership of the bug.
